Can red light help old scars or post-procedure redness?

It can be a helpful complement here. Red and near-infrared light may support collagen remodeling and calm redness, which is why some people use it on scars and after procedures.

A few cautions: wait until wounds or new tattoos are fully healed before treating over them, keep expectations modest (gradual and variable), and loop in your dermatologist — especially for anything active or if you're using prescription topicals. Rosacea evidence is limited, but some find it soothing. What are you hoping to improve?
